The Naruto design similarities in designing Kite I'm pretty certain that's true.

Not totally certain how true the games were intended to be fully functional MMOs as opposed to simulation because I've also heard the games were first concived as an Alice in Wonderland story.
Indeed there is a lot of Celtic influence in the .hack franchise from the anime to the games alike. Also quite a bit of German.
The bit about Skeith's staff is indeed true there were localization changes.
Bear's design being like Mel Gibson is true. I wish I still had that old Anime Expo Q&A with Koichi Mashimo where he mentioned it.
Forgot to mention Diablo was also an influence.
The "Mature Sexual Themes" Tag was apart of the game's T rating in the States. Also because Natsume says she can offer up herself to Kite, though she meant that in a non-sexual manner it takes Kite aback a moment.
And of course SIGN was kind of an after thought from Liminality to flesh out the universe a little more. Poor Mashimo was working on all three at once. When did he sleep?
