I really don't agree with his concept that more inbetweening is making anime any worse. I find it more distracting if a show has stiff character animation or jerky key movements. We've seen what happens when a show lacks any so I'd almost rather they overdo it instead of lack it. Despite citing Noir as an example I really don't think Noir lacks in movement but that it's more to Mashimo's style that he carried through from Noir on, dramatic character styles. Maybe because I'm of the mid-ots to the present where animation has greatly improved from the early days when anime was far more ridged which something tells me the poster might be more fond of the earlier eras of anime.
I agree more in-betweens isn't going to make it worse. Usually it's better actually to have more tweens. For me, the artwork is cleaner for newer anime and the digital processes means more can be done (and copied) with the same effort so on average it does look more fluid.
What I thought he meant was that anime shouldn't be judged solely on really cool and fluid animation sequences and effects, especially if the anime doesn't call for it. Some anime need it (anything action, adventure), some might be a hindrance like say (drama,slowburns). I do think Sakuga is kind of overpraised but kind of biased myself. I actually think slow animation is in some ways harder to do because it's there for the viewer to see longer so any mistake is more obvious.
