I've thought about looking for a region free player because so many reviews of the US releases are "it sucks for various reasons, release in country X is perfect."

Although does Bluray really benefit animation? The answer to that is irrelevant to whether I actually buy Bee Train releases, naturally.

Bluray can benefit anime if it's HD to begin with or if it's remastered from its original format.  Noir was remastered from its original 35MM Print so the Bluray looks really nice, otherwise your getting an upscale of probably the tape made for broadcast.

Aww that's sweet, my problem is I don't have a player that plays American blu-rays, but it's still nice to have a Blu-ray copy of Noir

Yeah, for the reasons Alex mentioned, Noir is better suited to conversion than the fully digital anime made later.
